"Zgodba o Šimnu Sirotniku" je satira Ivana Cankarja na zastarelo in sedanjim socialnim razmeram popolnoma neprikladno ravnanje z občin­skimi "ubožci". Šimen Sirotnik je parodija na Hlapca Jerneja.
